Scope and Content Note
The series contains records regarding domestic and international fiscal policy. The records consist of government reports, correspondence, memoranda, committee hearing testimonies, bills, notes, and briefing books. The records also include Senate Finance Committee budget reports, Chafee budget proposals, Clinton budget proposals, deficit reduction and economic plans.
Subjects include:
Omnibus Budget Reconciliation (1995-1998), regarding changes in spending and revenue laws.  These records include appropriation bills regarding environmental management, highway construction, Department of Health and Human Services, Department of Education, and Department of Labor. Also included are records concerning an riders exempting small farming operations from the Occupational Safety and Hazard Administration (OSHA) oversight. Senators Chafee and Reed (D-RI) contested the bill after a Rhode Island youth was killed in tractor accident on a farm that fell under the exemption rule. Gang of Five (1983), centrist congressional coalition working papers regarding efforts to curb President Reagan’s defense budget expenditures, statements on bi-partisan budget proposals, and statistical data charts used for evidence in tax cut repeal legislation.  Foreign Operations Appropriations, containing reports on export financing support for various countries including economic assistance, military assistance, and multilateral assistance.
Grey Markets, relating to bans on parallel imports and trademark infringement by battery manufacturers.
Highway Bills, concerning the environmental effects of highway construction on national parks and public lands.
Line-Item Veto, a legislative debate on whether or not the President should have increased ability to control congressional spending through enhanced recessionary powers. Balanced Budget Amendments, including reconciliation bills, and resolutions regarding deficit management, social security reform, Medicare, and excise taxes. The records also consist of Chafee budget scorecards which are summaries of Senator Chafee’s votes on spending increases and decreases. The scorecards also list the dollar amounts and cost estimates for each vote.
